Frank is an expert in ITC practice and procedure in investigations conducted under Section 337 of the Tariff Act of 1930 (337 Investigations.)  He is also expert in domestic industry issues in patent cases and in injury issues in cases involving nonpatent issues.  Frank has handled ITC investigations at every stage, from their inception to trial and through appeal.

 

Frank has 25 years of experience representing companies before the ITC. He also worked in the ITC General Counsel’s office and was a law clerk for Judge Judith M. Barzilay at the US Court of International Trade before joining White & Case LLP, where he practiced for 14 years before starting his own firm.
