Frank Morgan has 25 years of experience representing sovereigns and companies of all sizes in trade remedy proceedings before the U.S. International Trade Commission, the U.S. Department of Commerce, the U.S. Court of International Trade, the Court of Appeals for the Federal Circuit, and the World Trade Organization.

Mr. Morgan has served as lead or co-counsel in over forty trade remedy proceedings at the International Trade Commission.  Mr. Morgan has also represented clients in disputes before the World Trade Organization, serving as lead counsel for the Government of Indonesia in two disputes.  In addition, Mr. Morgan has an active practice representing clients before the Department of Commerce in dumping and countervailing duty investigations, reviews, and a variety of other proceedings.

Mr. Morgan has worked for clients in a wide array of industries, including pulp and paper, semiconductors, steel, chemicals, agriculture, electronics, auto parts, and fertilizers.  Mr. Morgan’s experience has included counseling sovereign and private sector clients in Argentina, Canada, China, Mexico, India, Indonesia, Italy, Japan, South Korea, Spain, Taiwan, Turkey, and the United States.

In addition to trade remedies, Frank is an expert in ITC practice and procedure in investigations conducted under Section 337 of the Tariff Act of 1930 (337 Investigations.)  He is also expert in domestic industry issues in patent cases and in injury issues in cases involving nonpatent issues.  Frank has handled ITC investigations at every stage, from their inception to trial and through appeal.

Frank has 25 years of experience representing companies before the ITC. He also worked in the ITC General Counsel’s office and was a law clerk for Judge Judith M. Barzilay at the US Court of International Trade before joining White & Case LLP, where he practiced for 14 years before starting his own firm.
